Pipelines-the devil is in the details

I am not an engineer-far from it. Rather, I am a concerned citizen, as a pipeline company wants to convert its nearby to me pipeline from one carrying natural gas to one transporting dilbit. This scares me, but I need to know the language of pipeline engineering to discuss risk in a way that will allow me to be taken seriously at places like the National Energy Board here in Canada. Mr Muhlbauer's book will, I believe, help me to at least sound informed. He has produced a very well organized and informative book and, as a lawyer, I like his approach to risk. His analysis of the various factors involved is logical and appears to non expert me to be exhaustive. Most important of all, his book is accessible.
